Ghana and Russia Sign Visa Waiver Agreement for Diplomatic and Service Passport Holders

Ghana and Russia have signed a visa waiver agreement for holders of diplomatic and service passports, marking a significant development in the bilateral relations between the two countries.
The agreement was signed on Monday, August 17, 2026, at the beginning of a three-day official visit to Russia by Ghana’s Minister for Foreign Affairs, Hon. Samuel Okudzeto Ablakwa, at the invitation of his Russian counterpart, H.E. Sergey Lavrov.
The visa waiver agreement is the first of its kind between Ghana and Russia since the two countries established formal diplomatic relations on January 14, 1958.
The agreement is expected to serve as an initial step towards negotiations for enhanced travel privileges for other categories of travellers. It also comes as Ghana and Russia seek to deepen cooperation in trade, investment and people-to-people exchanges.
During bilateral discussions, the two Foreign Ministers expressed their commitment to using the official visit to explore broader areas of strategic cooperation between the two countries.
Key areas discussed included educational exchanges, energy, agriculture, security and defence, as well as minerals exploration and other sectors of mutual interest.
The discussions form part of efforts by both countries to strengthen their longstanding diplomatic relationship and identify new opportunities for economic and strategic cooperation.
Speaking at a press briefing following the bilateral talks, Hon. Samuel Okudzeto Ablakwa expressed the Ghanaian government’s appreciation for Russia’s cooperation and support towards Ghana’s industrialisation and job-creation agenda.
He noted the importance of strengthening international partnerships as Ghana seeks to expand economic opportunities, attract investment and create sustainable employment for its citizens.
The latest agreement and bilateral discussions are therefore expected to provide a stronger foundation for Ghana-Russia relations, while opening new avenues for cooperation and increased exchanges between the two countries.
